Although I have only been working in the planning industry for a little over two years, it is clear that the planning application process continues to grow more and more complex. New national legislation, with a focus on Biodiversity Net Gain (BNG), nutrient neutrality and ecological impacts, now requires additional documentation and reports that were not previously mandated. Additionally, local authorities often have their own specific requirements for supporting information, adding yet another layer of complexity to each application.
For most planning consultants, there is a mental checklist of standard reports and surveys typically required to support an application. However, as planning requirements grow, so does the length and detail of this checklist. This is where the importance of validation checklists comes into play. As a planning consultant, while in the past I may have briefly reviewed a local authority’s validation checklist at the start of a project and double-checked it prior to submission, I now find myself revisiting the checklist throughout the entire process to ensure that no crucial details have been missed.
The planning sector is subject to ever-evolving national and local regulations as governments respond to matters such as climate change, biodiversity loss and housing needs. The use of validation checklists allows planning consultants to stay up to date on current regulations whilst also anticipating any upcoming shifts.
Missing even just one required document can result in an invalid application, causing delays and incurring additional costs. By systematically mapping out all necessary documentation, consultants can adopt a more efficient and organised approach, reducing the risk of costly resubmissions or amendments. Additionally, reviewing the checklist with clients throughout the process fosters trust and confidence, as it demonstrates a proactive approach to ensuring that all requirements are met.
It is crucial that validation checklists are regularly updated to reflect changes in planning regulations and the specific requirements of each district or Local Planning Authority (LPA). These checklists are a valuable tool used to navigate the intricacies of the planning system. By referring to them at multiple stages of the application process, consultants can remain up to date on current regulations, ensure an efficient and organised approach to applications and increase trust and confidence between themselves and the client.
